Boris Moshkovich, the director for SME advancement and support at the Moscow Department of Science, Industrial Policy and Entrepreneurship, told the audience about new government reimbursement policies designed to cover a portion of costs for product certification at external markets.
Also eligible for reimbursement are costs for tests carried out in Russian labs, if the products tested will be shipped to member countries of the Eurasian Economic Union; and costs for management system assessment, if it is required by contracts with clients, or specified as mandatory in international tenders.
The maximum size of a microloan under the microfinance program to secure participation in public procurement contracts, will be up to 3 million rubles for a period of up to 5 years. Loans for residents of technology parks – from 10 to 50 million rubles – will be issued for a period of up to 5 years and at 5 percent per annum, on the condition that the loan share will account for 70 percent of project costs. Moscow Small Business Credit Assistance Fund is ready to provide loan collateral.
