The goal of the seminars is to raise awareness of government support opportunities available for SMBs in Moscow's technology parks. Special attention will be paid to loan-based project funding.
Speaking at the first seminar at Phystechpark, Boris Moshkovich, the director for SME advancement and support at the Moscow Department of Science, Industrial Policy and Entrepreneurship, noted that the city is ready to fund R&D initiatives and help launch manufacturing of innovative products. He emphasized that the city has a well-developed support infrastructure for entrepreneurs.
"Moscow Guarantee Fund has been providing financial assistance to entrepreneurs for several years. On May 22 this year, we also launched Industry and Entrepreneurship Support Fund. Today, we would like not just to introduce new incentives, but also to hear from you. It will help us adjust and expand the new fund's portfolio at the pilot stage, make it more relevant for small hi-tech companies," said Moshkovich.
Mikhail Lopukhov, the head of Industry and Entrepreneurship Support Fund, talked about prerequisites for preferential loans provided by his organization.
"The fund is designed to provide inexpensive long-term loans to Moscow-based manufacturers – local taxpayers with positive credit histories and demonstrable profits in the last four quarters. They can get loans in the range from 10 to 50 million rubles for up to 5 years at 5% per annum. The fund is ready to finance up to 70% of project costs, while the remaining part must be provided by the borrower. Loans can be used for the acquisition of new equipment as well as for R&D, patenting, certification, engineering services, components and consumables. Additionally, we can refinance up to 50% of pre-existing loans at more attractive rates. We are going to collaborate with the Guarantee Fund," added Lopukhov.
Tatiana Repina, PR director at Moscow Guarantee Fund, gave an overview of guarantee support in Russia.
"SME Corporation and SME Bank are top entities on the federal level. Our fund in Moscow is authorized to issue guarantees for up to 100 million rubles. The fund's maximum coverage is up to 70%, the rate is 0.75% per annum. About 3% of all SME loans in Moscow have been covered by guarantees, and the government plans to increase this share. Guarantees help banks mitigate risks, make loans more accessible and often less expensive for entrepreneurs. In our fund, the share of borrowers from hi-tech companies is rising. Among them are manufactures of lasers, underwater equipment, fireproof materials, microelectronics, high-precision machines, and software. Our guarantees are used by companies fulfilling contracts in accordance with federal laws 44-FZ, 223-FZ, and even by defense contractors. We hope to see Phystech residents among our customers as well,” said Repina.

On June 6, the Moscow Department of Science, Industrial Policy and Entrepreneurship launched a series of summer seminars on financial services for residents of technology parks. The first event was held at Phystechpark.
