When talking of the digital economy, people usually imply modern technology or state programs, but  rarely the economy itself. This does not mean that the impact of technology needs to be questioned.

However, the introduction of technology per se gives little to improve efficiency. The introduction of IT is only the beginning of a long journey that affects the corporate culture and established rules, which are more difficult to change than to implement an IT system.
